Blood Drug Testing

What can you say about the refusal of Pacquaio's camp to undergo series of blood and urine tests?

Pacquiao only allows series of 3 blood tests: before and 1 after the fight. But Mayweather group wants it to be like of the Olympic wherein the blood and urine tests will be taken randomly before and after the fight.
