Why would anyone give someone a urine test when they can just test your hair?

Why would anyone give you a urine test when they can just test your hair (if you aren't bald) ? Cuz most drugs get out of your system pretty quickly, but it stays in your hair forever, so why would anyone everrr give someone a urine test when they can just test their hair?
