Can anyone help with persistent dry mouth issues?

This is kind of a multifaceted problem that has been going on for about 3 years now. 3 years ago I began to feel that my mouth was constantly dry, that I had to hawk up gross thick mucous instead of blowing my nose ( I have not blown regular mucous out of my nose for years) and that my lips were almost always chapped. I tried using a nasal rinse every morning, which helped a bit but certainly did not solve the problem. I also tried to drink lots of water, but this clearly wasn't the issue because I drank tons and my mouth would often still feel very dry afterwards. I don't drink coffee, do drugs, drink alcohol, or smoke, so I can rule those out as causes. I was also allergy tested and apparently I only have a mild allergy to mold. I went to an ear-nose-throat specialist and they suggested that I might be having breathing problems stemming from a deviated septum, which would cause me to mouth breathe constantly and thus, have a dry mouth. I had a surgical procedure to correct this issue. I experienced no improvement afterwards. I have tried using a dry mouth toothpaste, which doesn't seem to help much and leaves a funny taste in my mouth. I have also tried using dry mouth, saliva stimulating products (Biotene) which are problamatic because they also taste funny. One of the main reasons that I want to solve this nagging issue is the fact that I have a girlfriend right now and I fear that I'm a lousy kisser. I can help the dry-mouth problem by religiously using the nasal rinse and drinking tons of water, but this doesn't solve the problem. I don't know what the problem is! No one could explain to me. This problem has become a regular part of my life, but I hate it because it lowers my self-esteem and causes me grief all the time, (do I have my water bottle on me, what if she kisses me and i'm not ready). It's just embarrassing, it makes me feel lousy about myself, and I'm sick of it. I'm used to the problem but every once in a while I get very sad about it and wonder why the hell this happened to me. I wasn't always like this, at all!. I don't know what the problem is, could someone please help me. You probably can't, but whatever, I had to ask.
