Blood Drug Testing

Is blood a heterogeneous or homogeneous mixture?

Some people/books say that blood is heterogeneous while some argue that it is homogeneous. I can see why people see it differently, but if on a test (e.g., SAT II Chemistry) they asked if blood was heterogeneous or homogeneous, what would be the answer?
